Wow, There is life in the south. Get the program, Run it. Put your IP in, And you have to port forward 3784. But Steala will give better info.

I'm sorry... But if you wanted to give it a go PB, go to ventrilo.com and download the server app. Install it and start Ventrilo Server, you shouldn't need to configure it. If you do, its in that ini file that comes with it... You'll need to forward port 3784 though..
